Green Bay WI is the 261 most populace city in the US and has a successful NFL team. Cities with greater population include: South Bend (# 243), Billings (#255), Ann Arbor, Lansing and Flint (#214-216).
The second lowest city with a big 3 professional sports franchise is Orlando (#83) with over twice the population - I would assume it would be much higher if we were looking at surrounding area.
It is impressive that the city was able to maintain the team before the NFL became what it is today. The other legendary teams from small town - Canton Bulldogs, Portsmouth Spartans etc. got gobbled up by bigger cities or went out of business. It is not surprising they are able to maintain business today, with the protections offered by revenue sharing of the massive NFL TV contract. But I would assume that had they not been the dominant team of the 1960s - there would be no team in Green Bay today.
